Brezhnev and Johnson had an indirect competition- this included the testing of larger weapons and this made a major issue in the 60's. The Partial Test Ban Treaty was formed and resulted after the Cuban Missile Crisis and fear of MAD. Richard Nixon and his Detente Policy focused greatly on this.
